We all have different opinions but, without evidence we aren't giving a right or wrong answer to respond anyone. It's important that we know our rights in this state or in this country for the fact that many of us don't have any clue what our rights are. Even so we have the ability to know what rights we don't have. The excerpt demonstrates a few scenarios of people being in certain situaions where there opinion isn't valuable or their opinion isn't worded correctly.
